It appears to be a token of some sort. I couldn't say by whom or around what time period it was made though.

Jeton of some sort. George II would be bust left, Likely made using a portrait of George III.

It is indeed a jeton, specifically a Nuremberg jeton, issued by Georg Hoeger, token-master from 1764 to 1788; he is named on the reverse: GEORG HOEGER RECH PFEN. "Rech Pfen" refers to the German name for these jetons, "rechenpfennig". As George II of Great Britain died in 1760, this jeton is presumably some sort of memorial-piece.
