Not sure why they would have two holes, I've seen the one hole for a necklace, would this be done like a choker?

Looks like it would've been in pretty good shape if they hadn't done the holes and

It's impossible to tell what it might have been attached to. I've seen silver coins with parallel holes drilled like this, to form a chain for a necklace or bracelet. Considering the date 1944, it might even have been part of a piece of "trench-art", and attached to something else.
