There's many more experienced people to me, but I have no problem saying that I think this is Post-mint damage. You can tell that the rim of the coin was stamped correctly, but something sharp and/or heavy hit the coin to take that nick out of the coin. Even though it's nicked, it appears all of the original coin is there and no minting process is there. If some of the coin we missing, then we could maybe talk about the potential of a chipped die, but this appears to be PMD. Looks like a commonly circulated Lincoln with some damage to it.
