Very interesting coin Shane, from the pictures it would appear the coin has been struck a number of times.
Is there any damage or change in the edge reeding ?

The slight differences in wieght & size really is'nt an issue IMO.

Also what happening in this area, just looks like it's a possible flaw ?

if it was struck a few time it would be bigger you hit things and they spread this coin is under size but the rim is larger so the image is smaller
could it be a fake 20c
hope that makes cense

appleangle07 I think it is a unfinished die or may be a test die maybe
as the die finish was not done it looks very rough and the highs you can see the cut marks
so its smaller lighter and rough

Gee Shane to me it looks like someone has gouged the rim on the reverse side out with a tool. (ie: lathe etc).
The high points of the milling on the rim looks worn away or flattened too. (Possibly from where it was being held while being gouged).
Perhaps that would explain both the minor loss in weight and size.

Just a theory.
