The dimensions and weight looks a bit too small for a penny. Also the rims aren't complete, looks like the blank was not big enough. If it's a silvery colour I think it might be struck on a dime planchet.

That's the thought. It's nickel and it is within the correct parameters for a dime although a bit thin (but not reeded) and also slightly lighter.

An 89 dime is 2.07 gr / 18.03 mm

There is another way to identify whether or not it is a say dime or nickel planchet..It is with what I was working on with sound a couple of years ago..Called CAS or Coin Analysis System..but to no avail..There is a web site I found that has almost every coin in the world, what it is made of, dimensions, weight..etc..I will see if I can find it again for you.

I found it..but it is in a PDF form..If you want it..Then email me and I will forward it to you.
