Is This A Weak Strike?

Sorry about making a lot of posts lately but I've been finding a lot of things in rolls.

I found this some time ago and I'm still not sure what it is. I can't find anything about this in coinsandcanada. Is this a weak strike? The details don't show fully.

On the reverse, the patterns on the whale's back are very faint, also the face of the two dolphins swimming above it. The tail is not frosted. The reefs on the right of the tail almost disappears. All the text and the reefs seem flatter.
On the obverse the queen has no eyebrows, very few details on her hair, and the necklace is flat. The letters look very flat too, some worse then others. Denticles are also missing.

Here's a shot of the side, this was my first photo using a setup which broke but it wasn't every good anyway. It's the coin in the centre. The ones on the left and right are normal quarters.

The rim lines don't reach the edge unlike the other two.

Hard to tell because your pictures of the coin itself (Obverse and Reverse) are very blurry. I would be inclined to say it's very much possible.

zxcccxz, it is not blurry when I see it in my computer. Maybe it's because I ran it through the optimiser? I'll try uploading it to a host and linking it here.

How do you tell if it's a die adjustment strike, or a weak strike?

If I had to choose between weak or adjustment strike, I'd say it's a weak strike.
