Best guess, it's a die scratch.
If it were mine I'd replace it.

Looks like a piece of lint laying on the coin. (not struck in)

If its almost white in color, it could be from a workers glove. If it is copper metal looking and raised, if could be a piece of extra meta, or, simply a the die was hammered to hard and left a block impression.

A Strike through error can be slight or dramatic. I have only one example hand at the moment;

Ok thanks-the one on the president dollar is definitely same color as coin and looks raised...this penny one is hard to tell without removing it-I don't have a issue with removing them if I protect them afterwards-do you recommend not to?
