This medallion or whatever you call it belongs to a friend who is trying to find when it was made/issued. Fairview is a small town, population approx. 3,500 and so far he hasn't found anyone who remembers these being around.

I noticed that the town motto has changed - You could find out when they used the "inland empire" motto to give you a range of possible dates.
