You're absolutely right. The arms are of Bavaria and the Electorate of Cologne, and the legends read MAX HE DG ARCH COL and SRI PR ELE VTR B DVX, for Maximilian Heinrich Dei Gratia Archiepiscopus Coloniensis Sacri Romani Imperii Princeps Elector Utriusque Bavariae Dux. A date should follow DVX, if we can make it out. The denomination is below the Cologne arms, between DG and ARCH: it probably reads 2 AL, for two albus.
