Where? It's in the legend on the reverse: REGINA CIVITAS, for Regensburg.
Who? The obverse legend appears to be HENRICVS DVX, or one of the many spelling variations, but Heinrich II Duke of Bavaria had similar coins to Heinrich I. WIL is the name of the mintmaster; having trouble finding other denars with that moneyer's name.

here you can find coins with WIL signatures, it is a photo from Dannenberg "Münzen der sächsischen und fränkischen Kaiserzeit"/Tafeln/1876

I would like to have sure what it is, but have no idea how to find it...

Though misspelled REGNIA, I still think this is the Regensburg mint. This WIL seems to have been mintmaster at the Nabburg mint.

so minted in Regensburg by a mintmaster from Nabburg? I'm little bit confused....

I think the coin is rare if nobody knows what precisely it is...
