What does this value represent? I understand that the NGC/PCGS are overinflated; does this HA value inject reality into the market (aside from the obvious auction prices, which are inherently volatile)?

Heritage "values" are real-world prices coins actually sold for, to actual collectors. The size of their sample (One and three-quarter million coins, going back twenty years) is large enough to be statistically significant, and you won't see as much volatility as you think.
I base all opinions of price I post here at CCF primarily on Heritage results, for coins relevant to their usual offerings.

 Some weeks I track as many as 25 coins and use their price guide to put in my bids.

I've never checked to see if the Heritage results posted are with or without buyer's fee. Anyone know?

You also need to factor in the Seller's fee(s).

They semi-recently added this - I like it. HA is a great tool to use for estimating "real world" FMV.
Ever since numismedia and NGC stopped being "the same", HA seem to understate the NGC retail a fair amount though. Not sure why that is, but it tends not to match the NGC sites numbers anymore!

That's because Heritage bases their opinions strictly on known sales....as I said here before. Everybody else "estimates."

The question has already been answered, but I wanted to add that I think the heritage values are the best to go for any slabbed coin of value of at least $100.
I also want to add that the NGC/PCGS are not always inflated. They are indeed high more often than they are low. Everything modern is well above true market value for example. However, certain coins and even certain series are under-valued according to their prices.

HA prices posted are a good reference if you are a buyer -- they include buyer fees, however, sales tax (if applicable), shipping and insurance are not factored in and can add up. If you are a seller, then seller fees can vary significantly (and are negotiable). HA will not publicly disclose their policy regarding negotiation of the seller fees as best I can tell. I have used a 3rd party to sell and got ZERO seller fees.
