Far from an expert on this series but, I do not think so. Bottom hole in the 8 looks way too round to be the overdate.

There doesn't seem to be the usual stem of the 7 passing through the hole of the 8. Your coin isn't an overdate.

Not an expert on the series ... but a Google search through photographs of the over-date lead me to conclude your example is not one of them.

If you check heritage auctions it's free to join you will notice 90% of 18/17 s there no top step. Liberty's left foot appears to be floating. Also inside the robe next to the 4th star you should see the E clash from the reverse now many time you'll see the e even on regular 18s but almost all over dates will show the E plus an I under that and usually some more lettering comming through next to the third star on the right.
