I can't really tell, but I think that is what's called Milk-Spotting, where soap residue from cleaning the dies were left on the dies and were struck into the coin.

Your pictures are not large and sharp enough for me.
But I would like to see the reverse also.
You may not know it but there are TWO varieties of the 1941 proof WL half.
The reverse is where you look to differentiate them.

Although there are 2 varieties of this proof date (with and without designer's initials), the value is the same. I don't know what you may be referring to at 8 o'clock, so don't know how to comment on that.
