It's an Indian coin. At only 12mm and 1.5 grams with attached loop, it's a 1/8th rupee from one of the princely states. The date on it appears to be "1300", which would convert to AD 1883, though the last digit of the date may be partly off-flan. I think Hyderabad was the only state to issue 1/8th rupees in any quantity in the 1880s. Here's a similar coin from Hyderabad dated 1308, and here's the NGC database entry where the example is dated "1290".
