I couldn't find any more than you know (and knew two years ago when you asked here too). I'll keep an eye open and see if I find anything in old CATC newsletters. If I was to guess, maybe '40s or '50s?

You probably have this info : http://tokencatalog.com/token_recor...eate_uid=400

On next site you'll find the tekst below (tells me dat the token must be from before 1930):
https://archive.org/stream/n04ontar...oft_djvu.txt

SUPERINTENDENT OF INSURANCE FOR 1930
As compared with figures for 1928, net premiums written show an
increase of approximately S875,000, or 12 per cent. Losses paid increased
by about So?'), 000. The loss ratio on the basis of losses paid to premiums
written was 41.8.3 per cent., as compared with 38.92 per cent, in 1928. On
the basis of losses incurred to premiums earned, the ratio was 4.5.25 per
cent, as compared with 43.18 per cent, for the previous year.

Company Changes

By supplementary letters patent dated March 11th, 1930, the name of
"The Toronto Casualty Fire and Marine Insurance Company" was changed
to "The Toronto General Insurance Company."

By supplementary letters patent dated August 15th, 1930, the name of
"The Pilot Automobile and Accident Insurance Company" was changed to
"The Pilot Insurance Company," and the head office was changed from
Waterloo to Toronto.

And I found this : http://collectionscanada.gc.ca/pam_..._nbr=3638124
(link does not work all the time....)
Maybe you can contact them?

The name change for the company would seem to indicate the token would be pre 1930 (good work).

I'm linking to another forum where these safety tokens have had a much fuller discussion:
