Canadian Quarter 2006-2013 Possible Mint Defect?

Hi I have a Canadian quarter that is partially flat and smooth on the Caribou side with the date rubbed off. On the Obverse the queens portrait is raised and bubbled.

At first I thought the smoothness could be from rolling the quarter out some, or from a train? At second glance I would think it would be more uniform across the caribou if that was the case, and I have no idea what would cause the bubbling effect. It's almost as if it was from melting or from acid?

If anyone can look at the pictures and give me your thoughts of what it could be? Do you think it's an error from the Mint or someone fabricating it?

I don't think this could have passed quality control at the RCM. I suspect it is PMD.

I think this coin has been run over by a train. It does not look like a genuine Mint error.
