All is this a slightly misaligned die? The reverse is perfectly normal in my eyes. Obverse appears to be slightly off-center and there is a well-formed "lip" or ridge at the 1:00 - 2:00 position (approximately).

It does look like a very minor MAD. It might be considered a fined rim?
