I thought because a previously struck coin involved which was probably stuck to die because of its perfect alignment it would be a BROCKAGE rather than this indent strike. https://goccf.com/t/168786
It's an aligned partial brockage. These can be from a partial (off-center) die cap, a coin struck on an elliptical clip blank, or an elliptical strike clip. The horizontal lipping (where coin metal squeezed over the top of the collar) suggests the first possibility to me.
