Seen George turned into all kinds of things like a skull cackling, and only using a pencil to do it. Link won't work for me, so guessing this is what is being refer4ed to. Originally when I saw it the Jefferson/Indian nickels etched to be skeletal was one of the inspirations for turning George into other things.

Altering "coins" as long as there is no intent to defraud is ok. That is why Wheresgeorge.com was asked to stop selling their rubber ink stamps to mark bills with their website.

Oh really? I have seen threads with carved coins and they always give the denomination speech, I figured it applied to paper money as well. Sorry about that.

If I recall right, modifications are always OK with minor and obsolete coinage, but never bills. Of course the intent to defraud clause is always in effect.

The Mar/April issue of "Paper Money" (SPMC publication) has an excellent article on satirical fractional currency notes that have been modified in a very similar style. The article has pictures of nine examples of these notes. He references 18 USC 333 as the law under which it is illegal to deface U.S. currency.

The laws relating to the defacement of coins requires intent to defraud to make it illegal. The laws relating to paper currency make it illegal if it renders the bill unfit to be reissued. There are novelty bills where the portrait of Washington are covered with other images. They have been considered legal because the pictures covering Washington could be removed. I doubt they would really try to do much about these notes but technically they probably are illegal.
