The one feature that's perfectly preserved here is Liberty's eye. The letters are shadowy enough relative to each other that I think that it's their position relative to our Lady's eye that will best attribute this coin. A line drawn down the center axis of the Y will intersect the eye on S-2. I had been thinking S-4.
