My "Promising: To Be Identified" pile of coins is getting a little too big so I've been going through it today. This one stuck out due to size and a pretty distinctive reverse. 9.6 mm, .44 g. It might be a lost cause but I figured if anybody might know where to start looking they'd probably be here .

Looks like a VOT MVLT reverse. The letters are not clear on the obverse but I keep thinking Arcadius for some reason. It could also be a contemporary counterfeit.

From the spacing of the legend I am inclined toward 'Theo' the second.
If you rotate reverse counter clockwise 120 degrees I believe it will be upright.
