You'd be surprised but these are actually decent photo's compared to a lot of the ones we see with ebay. Atleast you can tell the general grade of the coin from the pics, even if you can't tell if it's problem free.

The rest of his photo's also have the same blurry, out of focus effect. I'd like to say that he's not intentionally doing it but that's too much to assume.

Hey, sometimes you want to take photos of coins outside on a foggy night. Nothing wrong with that, is there?

Samsung phones are notorious for their lens covers scratching up and blurring like that. Some just aren't willing to spend the $50-100 on a point and shoot.

It's like they think it's Instagram or something. No, filters don't make your coin any more valuable.
