Not Ancient. Looks like a Minister of Finance (France) tax seal plate/stamp off of a cigarette/cigar lighter. Ca. 1911-1945.

I think the object is newer than you believe. From what I can see of the lettering it doesn't look ancient, if it was Roman it would also be in Latin. I thing what you believe to read Fiances could possibly be Frances.
