No ruler, its a commemorative of the founding of Constantinople (struck under Constantine though)

The first one is typical of Heraclea mint. At that mint (perhaps the others too), they had different celators cut dies for different designs - they were seperate groups, so the bust on a votive issue and a campgate are different and eventually you can tell which design is on the other side (and occasionally the officina) from just the bust. Interestingly, ths bust is quite reminiscent of the older campgates of Constantine II - they didnt issue right facing busts on campgates of Constantius II, perhaps the celator was transferred to another department.
