Is this a slight rotation? Or is it playing tricks with my eyes? What dentical would be at 12:00 to center the rotation on the cat.

Possibly a very slight rotation. 5-10 Degrees or so. While it is not common many of the centennial issues have a slight rotation and only those with 30 Degrees or more carry any premium.

Yup, slight rotation. But do keep your eyes open for others with larger degrees of rotation. Last year I bought a few rolls of 67 bobcats and found about 20 with 20-30 degree rotations that stood out like a soar thumb. I also noted a few rotated dies on the 5c and 10c of the same year, but more common rotations found among the 25c. Tons of fun to discover.
