Hi all, newbie here. I came across this the other day. Was wondering if anyone had seen these before. Partial collar error if I'm right?

You are correct, it is a partial collar error. I do not actively collect world errors so I am not able to give you an idea of rarity or value. A US 10 cent coin with a partial collar error would be worth $5-10 so that should at least be a starting point for value.
