Recently I have been looking at these on ebay, but I haven't seen enough bad scans to be familiar with the results. So are these cleaned, or just badly scanned?

Looks to me like it's just the scan. They don't appear to have any hairlines. Also coins that were dipped have a certain look in scans, which these do not.
