It'd be interesting if they created non-circulating legal banknotes.

In Hong Kong and Macau, they issued special banknotes that celebrated the 2008 Olympics but weren't for circulation (I don't think). Interesting how crazy people went over NCLT banknotes:

It would be awesome if the BoC could revive the $1 and $2 bills in polymer form for collectors only. I would definitely buy that set.

Is the cost of designing/printing these banknotes not profitable enough to sell them or is the BoC simply not allowed?

The 7th bullet of the Currency act and the 18th bullet of the Bank of Canada act says no siry Bob on the topic of issuing money.
