I was at my local coin store and I noticed that they got a 1928 $20 Gold Certificate in. It was marked as XF/AU. I asked how much it was and they said $190.

I was wondering is that a good price for that. It looked really crisp, a couple of tiny marks but overall looked really nice.

If it's raw and marked XF/AU my guess it is VF. That's from my experience in buying raw notes from well known dealers -- they have always graded AT LEAST 2 grades lower than advertised raw. Hold up to a light source and see if there are any pinholes. If so, then I would pass. Otherwise I would shop around and look for one in a PMG or PCGS holder to avoid future disappointment.

But if you like it, perhaps offer $100 but no more.
