I have 2 of these "errors".
A 1944 No Chrome and
A 1945 Partial Chrome.

What are these considered as and why did they get into the General public with no chrome plating?

Wartime, demand for coin was high, manpower was in short supply, at the time quality control for coins took a back seat to quality control of primer caps and other wartime necessities being produced at the mint.
"Dipping" is not considered cleaning...

as many as you can still make in the basement. these coins are easily altered and are NOT in Charltons anymore.

Jack, the altered coins are easily recognizable. That is the ICCS way out do to screw ups by them. No more no less.

It's good to know that there are ways to tell the altered coins from the legit ones. I've got a few that I've had for years -- how do I tell if mine are genuine no-chrome or basement jobs?
