Okay, I'm missing something obvious. I was looking at the Coins and Canada site and they have the 2013 values of uncirculated quarters listed as: $.50 for MS60 up to $40.00 for MS66 These included: Salaberry, Laura Secord, Explorers, and whales, price is the same, coloured or not.

Besides regular circulation these were available from the mint as a coin exchange in the plastic film packages, All the major coin shops sold them for not much over the mints price. I have 13 packages of the Artic explorers / whales I've never even looked at, plus 3 of each of the above. Odds are everyone on this site has a couple of packages.

How can they have gone up so quickly, are the special order ones (uncirculated) so beat up from the mint it's hard to get them graded at a higher MS rating?

Please educate me, I am still new to collecting and would be grateful for enlightenment.

Respects to tayloroftheaxe, it was that members post about the 2013 Lucky Loonie that inspired my search.

Keep in mind that the prices are for TPG'd coins. Most people don't bother TPG'ing these. MS65 can be considered the 'normal' grade of the bulk of them so MS66 & 67 benefit from grade scarcity. The prices on C&C haven't been updated in a while. So when the first one came out they would have been sought after by the sub-set of (impatient) collectors that seek out 66's and 67's which would give an initial boost to prices that would then drop off over time to a sustainable level. I expect when C&C prices are next updated they will drop noticeably. Charlton 2015 gives $20 for MS66s. At MS64 & MS65 you're basically paying for the TPG'ing. Anything below that isn't really worth your time. The price lists give them prices 'on the curve' but they're basically face value in reality.

I'm one of those impatient early collectors who paid close to top dollar on ebay for certified 2013 MS-66's.

For reference, I paid:
2013 Caribou - $35.50
2013 de Salabery - $26.50
2013 Secord - $34.50
2013 Arctic Expedition - $30
2013 Life in the North - $30

Better deals are probably available now, as there are more gem plus certified coins available.

It's really a matter of luck when it comes to the grade of coins from circulation packages. You could get a whole package of quarters below MS 64. Those are typically the packages that dealers sell fro $0.95 over face value. You also can get MS 66 or MS 67 coins, with MS 67 being probably the highest plausible grade you can get from ICCS for an uncirculated coin.
If you really want these coins at such high grades, I wouldn't recommend panicking when you see the C&C price guide. Like you said, there are packages fresh from the mint that haven't been looked at yet. This means that there will definitely be space for the prices to drop.
