Rather than "barbarian imitative" a better term is unofficial coinage, versus official Roman mint products. The adjective "barbarous" is sometimes confusingly used, but it is more properly used only to describe poor engraving rather than reflect an issuing authority. We just don't know who struck imitative coinage. The coin in question may be unofficial, but the small crowded flan is not necessarily uncommon on some of the official FTR's, but the obverse legend does not look right, maybe it is just the poor preservation/ weak strike making it appear odd.
