I consider it unusual for a modern coin.
Generally a premium starts at a 90° rotation.
But with a modern coin ...?

Silver - it may be listed in Strike it Rich. For some reason though I think it skips 1999. But maybe it's 1998 that's skipped. 45 degree is significant but may not bring a large premium. 90 and greater seem to draw most of the attention but 45 gets mine. I've been looking for rotated nickels for a couple of months now and while 5 degree wobble is readily available I've not seen 45 in around 10000 nickels searched. Nice find in my opinion and worthy of a flip!
