The obverse shows the image of a city goddess.
Seems to me that the inscription has to be read from the outside, which could make the legible part on the reverse "aESARINVS" or similar. On the obverse it could be something like "...AMAN...".
My guess would be that it is from a Greek city in Roman times.

The obverse has the turreted bust of Tyche, which would suggest the coin might be from Sidon in Phoenica. This appears to be a later issue when the area was under the control of Roman.

Was puzzling about that as well, with your hint I looked into Plant and .... he mentions two coins 2291 and 2292, the latter matches your Sidon so an excellent stab into the dark.
But it is 2291, namely from Carteia in Hispania Ulterior - RPC#123, SGI#363 and can be found at Wildwinds.
The text is:

Germanicus & Drusus AE18 of Carteia, Spain. GERMANICO ET DRVSO, turreted head of city goddess facing right / CART CAESARIBVS IIII VIR around rudder. SGI 363, Lindgren II 82.

Many cities at that time had a mint and issued many different varieties over the years, decades, ...
That is part of the fun in collecting ancient coins.
