Very weird pick-up from a local coin show. This guy had some material that had not seen light in years.

At first I thought it was a rotated strike, then looked at the eagle side and thought maybe over-struck. But the legible part of the incuse legend is super sharp, maybe sharper than the regular relief legend. Could this a die strike on a hub strike?

The photos do not do the incuse legend well but it jumps out under 20x binocular.

My buddy could not figure it out, the dealer said multiple errors. Any thoughts here?
