Hey I found a 1983 D Lincoln Penny with a error in the date I want to know the value or a possible error name the date is misprinted with a "7" replacing the "1" in "1983" so its been marked as "7983"

It looks like a really cool die chip. You see, sometimes a die used to press the plancets into coins get chipped out which leaves extra metal on a coin. The Canadian 1936 dot penny is a prime example of a die chip. I assume this is what you have but right off the 1 to give the impression of a 7. As for value or known documentation, no clue, I collect Canadian small cents and don't know of what the US equivalent of coinsandcanada.com is. I would pay a premier for it though and in this condition maybe 50¢?

I have to agree with John. This is not a die chip nor an error. It is bubbling caused by poor plating. This is very common and carries no premium. Keep it only if you think it is cool.
