Questions About The Reverse Of Ike Dollars And SBA

I was wondering why the mint choose to use the same reverse for both the Ike dollar and scale it down later for the SBA? Is there any noticeable difference in the reverses besides the artwork being scaled down and the rims changed?

I'm building a collection of Ike's but then felt like I should include SBA since they are so similar besides their comic size differences.

It is the same reverse. I believe they kept it in an effort to make the SBA more appealing. Which failed.
