It is not tooled.
Those radial ridges are metal flow lines.
As the coin was squashed by the dies (probably when the flan had been heated to soften it), the squashed metal has to go somewhere. That migration of metal shows up as radial flow lines, which you can see on the coin.

Complete legends, all detail fully struck up, and top condition, make this piece a superior coin.
