I remember seeing a post of a coin similar to this that someone called a belly dance coin. This would certainly fit with two holes and pretty worn on one side.

Anyone know what this is? It is 13mm.

More or less correct - though "jewelery imitation" might be a more generic term. Specifically, it's imitating a silver coin from Ottoman-controlled Algeria, not too different from this example. Yours, however, is a brockage - or perhaps a bracteate. It's only got one side, anyway.
