Hello and welcome.

"Aliens", indeed, though not extraterrestrial aliens.

I believe such stamps are commonly applied by overseas money-changers on bundles of banknotes that they handle. In Australia, deliberately defacing money like this is against the law, so no bank, business or private individual in Australia is likely to do it in a systematic way that could be traced back to them.

used by the federal police and state police to mark notes in operations of drugs and money laundering and its a marked note often the stamp will be the symbol of te operation code name very often used in Cabramatta in the 90s with the Vietnamese 5t gangs marked note were used in many prosecutions and then put back into circulation
