I concur; it appears to be a fantasy, with obverse and reverse copied from coins of two different places. Obverse looks like the classic Arethusa head from tetradrachms and decadrachms of Syracuse (Sicily), somewhat crudely rendered. The reverse appears to be from Side, Pamphylia (southern Turkey); Here are some examples of tetradrachms from there with this reverse. They've got it back to front, and "Cleuch" is mis-spelled "Caeuch".
