I need help for grading of this sample. It's minted with poor technology so details not good?

Yes, many of those are poorly minted. Would put it around EF/XF, could be more but can't judge by the picture.

Thanks SPP

Medieval, your idea is appreciated. I just asked because gradings of such these coins is controversial which sometimes I meet during trading. By direct eyes, the coin still has most of its original lustre - so even if the details are weak, I think it can be graded somewhere around XF+/AUNC?

No objection against you grading it as gXF, XF+ or aUNC. From the picture can't determine if there is any sign of wear or not, but in hand with a loupe that should be easy. The material, quality of dies and how they were struck makes that difficult.

Medieval,

Yes I can see. I should learn a lot about how to grade by direct eyes because photos or scans may not reflect actual condition of a coin.

For many series specific markers are established to determine the 'numeric' grade of a coin. Maybe when there is a larger community collecting Vietnamese coins it will happen for that coin series as well. Until then you will have to use general grading principles together with some knowledge about the series.
There are quite a few world coin types where uncirculated coins look barely like an about good coin from well minted coinage.
