What is the potentially lowest value to justify slabbing fees and return shipping costs?

I personally use the value of $200 (but I prefer $300).

For me, it's the point where I'd break even on the flip, and only then when authentication would be a concern to a buyer. I'll slab a $20 coin if that slab will get me $50 at auction.
