Late Roman bronze, votive wreath type. "VOT XV" is a less common type than "VOT X" or "VOT XX", but still not uncommon enough to narrow down the ID to a specific emperor. I think it's Constans; click on his wildwinds page and scroll down to the one labelled Antioch RIC 116. I can't make out the mintmark on yours.

Your coin is actually Gratian. This was minted at Lyons.
