2013 Native American Finish Question

I think I'm losing my mind(what's left of it, anyway)....looking at my 2013 uncirculated mint sets in hand, I wonder why the Philly small dollars and native american have a true "satin finish", compared to the Denver stikes, which have a brilliant finish, like the ones I have from mint rolls..I'm stumped..the difference is dramatic. Hard to shoot, but, if you notice the softer luster in the top coin, in the mint set, you'll see what I'm talking about. The Philly sac wont even make a "luster" cartwheel, as shown in the single pic, compared to the Denver coin, which makes the usual cartwheel from brilliance.
Opinions welcomed. Check your sets, and chime in for me.
Dumb question..are the uncirculated sets supposed to have a different finish than the collector version mint rolls? If so, it still would not explain the differences withing the uncirculated sets. P-Mint small dollars, and, the SAc $1 is "matte" like, for sure.

That struck me as odd, so I looked at a 2014 mint set I had sitting next to me, and I'm seeing the same thing. I have noticed from coin roll hunting that some denominations are much more frequently prooflike (or at least, very shiny) from Denver in recent years (since roughly 1999).

In an album, heck, these would look like 2 different coins! I have the full set of sacs in dansco P-D-S, with 2005-2010 with "Satin Finish", and, on a blank page, all 2005-2010 Business strikes, so, it's a "true" set..I don't believe this is a case of die state, as, say, perhaps a minute difference in working die preparation. They shouldn't be so dissimilar though.
