I WISH I had some friends at NGC:
1796/5 $5 Gold PCGS-XF damaged:

Coin is clearly heavily scratched/damaged on the reverse.

I guess it's not what you know, it's WHO you know.

Yes - this coin has no business in a problem-free holder. Isn't it nice how the NGC holder photos try to conceal the scratches with the lighting (lack thereof)? Regardless of the damage, I would avoid a coin like this with its lifeless, washed-out look.

The real problem I see is that there is no one to whom any of the grading services are held accountable to. ANA, PCDA, ANS or any of the other professional coin organizations cannot, or should I say will not, do anything to prevent this from happening.
