Well lets think the scale is 1-70 and having passed grade 12 math with honours......................ummmmmmmmmm 67 is higher. Seriously though, it is an interesting question. Maybe the better question would be what would you rather own a PL66 UHC or a 67 HC? If you are going for numbers and registry bragging rights clearly the 67.

You could rephrase this same question as 'Which would be a higher grade, an MS65BN or an MS64 Red'... I know I would prefer a Gem chocolate brown silky copper piece than a spotty red example...

I would take a PL-66 Ultra Heavy Cameo any day over a PL-67 Heavy Cameo.... the eye appeal is worth the grade point...

The eye appeal of a UHC would trump the HC.

I agree my choice would be the ultra heavy cameo coins I find them very hard to resist when I come across one its like a magnet draws me in. So I voted PL 66 UHC

But that's not the question. The question is, would you call that PL66 UHC the "Highest Grade" compared to a PL67 HC.

PL-67 is the higher grade, but the PL-66 UHC is more desirable, at least to me.
But it has to be a real UHC, not the current batch of quasi-ultra cameo coins with broken or less than fully frosted cameos. I've passed on a number of "UHC" examples in the last couple of years because they weren't UHC, despite what ICCS said.
