Why Does Ebay Let This Happen?

How is it that THIS person was allowed to bid when they did not provide a legitimate name or address?

When I saw that their feedback rating was 0 (zero) I was pretty suspicious and, sure enough, this was just a malicious, non-substantive bid.

Is there a way to block someone with a feedback rating of ZERO that I'm not aware of?

This stinks.

You can set buyer requirements for all your listings, to avoid this in the future.

To the best of my knowledge bidders cannot be blocked because of (0) feedback -- assuming that the (0) reflects no previous bidding activity.

I can all but guarantee that's a website issue and not a buyer issue.

Bobby - I'd love it if you were right, but I'll also be shocked if this was anything other than someone trying to mess with me - successfully. The final bid up price on this coin was $103.00, which was STOOPID MONEY for the coin in question. Obviously, the guy in second place was willing to bid almost $103, as well, but that sort of falls under the heading of "stuff" happens. I am now offering the coin to that second place guy at $62.00, which is $1.00 higher than the 3rd place bid of $61.00 - and about where the bidding should have stopped for this particular coin.

Canadian Banknotes: I followed that link you sent me, but it only confirmed what I was pretty sure I already knew. You cannot block each and every newbie that, by ebay design, starts off their ebay experience with a feedback rating of ZERO.

If you could, I suspect a lot of newbies would never get past being a ZERO because an awful lot of sellers would love to be able say NO to ebay newbies for no other reason than to avoid what happened to me last night.

Try only allowing bidders with a paypal account linked.
