It would help is the image was a little larger. I corrected the position so it's right side up now.

The Empire is Kushan,
The King is Kanishka I AD 128-150
The God is Mao. This probably from the Kashmir Region series. I imagine yours is a 1/2 or 1/4 unit. What is the weight, compare here.
