I posted earlier, however have taken more pictures to help you see the writing. Any help on where this originates, which Emperor and rarity (as I have not been able to locate another as yet) would be great.

Obverse inscription reads: VAL LICINIVS NOB CAES

I believe this is a follis of Licinius II, c. AD 317/318

He was Caesar of the Eastern Roman Empire from 317-324 under his father Licinius

Your coin was minted at Arles.

Hard to say exactly which RIC # without seeing a larger picture of the reverse but here is one that is surely very similar.
